Dear Friends, Colleagues, and Public Leaders,
I am sharing an important new initiative for public review and discussion:
The Missouri State Public Safety and Civil Defense Activation Act of 2025 is a proposed law designed to:
Strengthen constitutional law enforcement authority in Missouri,
Activate civil defense and public safety forces already authorized under Missouri law,
Provide modern funding, training, and security infrastructure for today’s challenges,
Ensure all actions remain grounded in U.S. Supreme Court precedent and constitutional tradition.
Missouri currently faces increasing threats from violent crime, organized criminal conspiracies, and the erosion of constitutional safeguards. While Missouri law already gives Sheriffs and the Governor authority to call up able-bodied citizens to enforce the law, repel invasions, and restore order, these powers have long remained dormant.

This proposed Act includes:
Sheriff’s Posse Reserves (civic volunteers for law enforcement emergencies)
State Auxiliary Civil Defense Force (career officers for training, logistics, statewide readiness)
Funding mechanisms through fines, donations, employer tax credits, state appropriations, federal grants, and optional emergency funds.
Constitutional safeguards affirming Sheriffs’ oath obligations and grounding all enforcement under the Glucksberg Test (as confirmed in McDonald and Dobbs etc).
